Pace/tempo

How do you decide the the tempo of a cue? How important are the edit cuts to determine the pace of the sequence? What else do you consider for that?

I just get whatever tempo I like for the music and make the music fit the picture. Not sure how else to say it....I don't think the edits are so important as the "story" of the scene you are scoring. it's usually pretty simple to come up with a tempo.
