The current range of the Basses goes down until the C1 (supposed to sound as C0, as D.-Bass is being noted 8va higher).
Assuming the presence of a "5 Stringer" -otherwise the Tones below the E1 wouldnt make sense- the B0 is missing :( in wich the lowest (5th) string is tuned.

The "standard" bass in most orchestras in the US and London nowadays has a C extension, so it's usually safe to write down to a C, but not usually a B.

The lowest String is usually tuned to C0, as PKM said. However, if a bottom B is mandatory, they can tune it down. I suggest the same for you - if you need that note, use pitchbend and you get it.
